David K. Elwell (REP), is serving his third term as Commissioner. He
resides in Blackman Township, and represents District 12. He is married
to Sharon, and has three adult children who were all born in Jackson.
David graduated from Alpena Community College, as well as having
completed basic police training at Jackson Community College's police
academy in 1980.
David has a long record of community service. He retired as a Detective
Sergeant from Blackman Township Public Safety in 2004, having performed
both police and fire duties since 1980. In that time, David served four
terms as the Union President, representing fellow officers in collective
bargaining and other matters. David has served on the Westwood Community
Federal Credit Union Board of Directors for a number of years, including
as Board President. David is currently the Chief of Police for Columbia
Township.
In his time on the Board of Commissioners, David has served as
Vice-Chairman of the Board, as Chair of Personnel and Finance, as well
as Chair of several different Ad-Hoc committees. He is currently the
Vice-Chair of Personnel and Finance and Vice-Chair of County Affairs.
Additionally, he has served on the Airport Board, Mid-South Substance
Abuse, Region 2 Planning commission, Community Corrections Advisory
Board, and many other committees. David has not missed a regular Board
of Commissioner's meeting since prior to his first election in November,
2000, and has perfect attendance at all standing committees he has been
assigned to.
As commissioner, David was instrumental in major improvements to the
intersection of M-50 and Rives Junction roads in Blackman Township
following a fatal accident involving a Northwest Schools student.
Additionally, David led the effort to bring changes to the I-94 corridor
project that will ensure that our future road plans will fit with and
best serve our community. David supported major changes to the Road
Commission in 2007, as well as the major retail development in his
district at I-94 near Springport Road, which will be breaking ground in
2008 (Northpointe Town Center).
