Board of Public Works
February 23, 2009
- 8:00 a.m.
Jackson County Tower Building, 6th Floor Conference Room

Members Present:
Chairman Geoff Snyder, Drain Commissioner, Commissioners Phil Duckham, Cliff Herl, Steve Shotwell, (BOC/Chairman) and Public Representative Ken Elenbaas

Member’s Absent / Excused:
Randy Treacher/Administrator/Controller- Director of BPW

Others Present:
Adam Brown, Deputy Administrator, Jim Glen, Veolia Water/Project Manager, Karen Coffman, Treasurer, Sandy Fitzpatrick, Executive Secretary

Public Comment:
None

MINUTES
A. Adoption of minutes for Board of Public Works meeting held February 23, 2009.

MOTION: The motion was made by Commissioner Shotwell and supported by Public Member Elenbaas to approve and receive the minutes from the regular BPW meeting held February 23, 2009.
MOTION PASSED -- UNANIMOUSLY

SPECIAL ITEMS:
None.

Capital Improvements Projects
Geoff Snyder  - Drain Commissioner / Oral Report

A. Progress report on projects are:
i. Due to winter weather there has been no activity on any of the projects.
ii. Jackson County Road Commission has imposed weight restrictions on all Jackson County roadways. When weather permits and restrictions are lifted work will assume on various projects.

Resource Recovery Facility Activity Reports
A. RRF Monthly Report --- December
Discussion was directed towards steam sale, availability of the boilers and MSW.

i. Latest figures for RRF for the month of January were reviewed by Veolia Water Project Manager Jim Glen. The Board was updated on availability of the boilers and steam sale.
a. Total revenue for month of January was $938,076.99

b. Boiler availability:
i. Unit #1 – 83.4%
ii. Unit #2 – 95.4%
a) Combined Boiler availability: 89.4%

c. Steam to Prison: 100%

d. Generator: 99.5%

ii. Concern was expressed ask what was the reason for decrease seen in the amount of tonnage of MSW diverted to landfill? Jim explained, the pits at the facility were near empty, and he blames it on the economy. The facility has recently lost industrial clients due to businesses are suffering in Jackson. He also reported that he has recently seen a decrease in the amount trash that customers are disposing at the facility, he continues by stating it could be due to cold weather.

iii. Questions were asked as to reason for replacement of the circuit board in the controller. Jim explained, and pointed out that preventive maintenance inspections are also done while generator was down for repairs.

MOTION: Motion made by Public Member, Ken Elenbaas and supported by Commissioner Duckham to receive the Activity and Operations reports as reviewed for January.
MOTION PASSED – UNANIMOUSLY

B. ARI Operations Report

C. ARI / Annual Report for Calendar Year 2008
i. ARI reports were reviewed and received.

MOTION: Moved by Public Member, Ken Elenbaas and supported by Commissioner Herl to receive and accept January 2009 ARI Operations Report and Annual Report for Calendar Year 2008.
MOTION PASSED – UNANIMOUSLY

Resource Recovery Facility Business Items
NONE  

Unfinished Business:
A. Waste Management
i. Public Member, Ken Elenbaas inquired what is status of receiving the legal opinion in regards to the Waste Management contract?

Commissioner Shotwell, Chairman of BOC responded to Ken. Commissioner Shotwell explained, due to absence of the BPW Director, Randy Treacher, Jackson County has not received the requested legal opinion. Upon receipt of documents the requested meeting will be scheduled.

New Business:
A. Newspaper Article / Counties combine efforts
• Commissioner Herl reported he had recently read an article in our local newspaper regarding how 3 Counties in Michigan may possibly combine efforts to build a recycling facility. There may be a possibility to provide energy in nearby communities.

• The Board questioned:
o What is the capacity of our facility?
o Could the facility provide excess energy to our nearby townships?

• Jim Glen replied by stating the steam produced is a valuable asset at the facility, and is used by the Prison. The facility is not currently pushing any electricity to the grid for use by anyone other than the prison.

• They have however considered using renewable energy.

• He expressed his concern by stating he felt the article was not straight forward in providing enough information and felt numbers were incorrect.

Consideration & Allowance of Claims
A. January Committee Claims: $8,679.11

MOTION: Moved by Commissioner Shotwell, supported by Commissioner Duckham. The motion was passed to approve to payment of January claims in the amount of $8,679.11.
MOTION PASSED – UNANIMOUSLY

Adjournment:
Subject to the call of Chairman Geoff Snyder/Drain Commissioner, the February 23, 2009 regular Board of Public Works meeting adjourned at 8:30 AM.
