Commissioner Carl Rice, Jr represents District 3 (PDF) which is located within the townships of Leoni and Summit.

Dr. Carl Rice, Jr (REP) is a lifelong resident of Jackson County, and serving Leoni and Summit townships.  He has been married to Penny for 37 years.  He has a son BJ and a son Ryan who died at age 19.  Carl and his family are members of Grace Church.

Carl earned an Associate’s degree, a Bachelor's degree, a Master's degree and a Doctorate degree.

Carl and his family have a long history of service to our community.  Carl served as a Jackson City Police Officer, a Mental Health Counselor, a Jackson College Counselor, a middle and high school Counselor, and a small business owner.

Currently Carl oversees a website ministry, A Voice From Heaven, where he is Founder and Chairman of the Board.  Carl’s website ministers to parents and loved ones who had a child die.

Carl loves time with his family and friends and outdoor activities.  He is also a member of the Professional Writers Association and is working on getting his second book published.

As a Commissioner Carl chairs an enhancement committee that has received over $1.5 million in grant funding for District 3.  He has proven he works especially had to SERVE the concerns of Leoni and Summit township residents.

Carl fights for Jackson County by serving on the Board of Directors of Lifeways Mental Health, our Regional Aging Department serving our aging, disabled and veterans, Chairing 21 counties focusing on substance abuse and the drug problems in our communities and representing Jackson County on a special committee to get our roads fixed NOW!
