NOTE: This is a re-posting and extension of this original RFQ to August 14, 2017. Proposals from original submitters will continue to be considered.

Jackson County is seeking quotes from vendors of commercial off-the-shelf software (COTS) for a web-based Learning Management System. Vendors should be experienced in learning management systems, including the specific requirements enumerated in Attachment “A” of this request.

Award 
Award will be made to the lowest responsive and responsible vendor complying with all provisions of the Request for Quote, provided the quoted price is reasonable and in the best interest of Jackson County. Ability to meet all stipulated requirements shall be considered by the County when determining the responsibility of the vendor. Failure to submit the required information with the quote may result in rejection of the quote. The County reserves the right to award to multiple vendors. In the event the initial vendor is not available for any reason, the second vendor may be utilized.

Quotes submitted shall contain the following:
(1) Cost of work per the County’s identified scope of work
(2) Examples of similar work performed, including 3 references, with points of contact, that can contacted for discussion of the work performed
(3) Project Plan for the effort, including timeline, milestones, and deliverables
(4) Corporate information
(5) Resumes and biographical information on the team the vendor is proposing to perform the work

Miscellaneous:
Quotes will be evaluated using the following criteria and weights:
(1) Ability to meet all the technical criteria (30%)
(2) Ability to meet the functional and performance criteria (30%)
(3) Realism of the quoted budget (10%)
(4) Corporate history and Financial Stability (5%)
(5) Quality and completeness of past work with other customers (10%)
(6) Qualifications of proposed key personnel (15%)
